There is no legal obstacle for foreign nationals to marry either a citizen of the Republic of Turkey or a foreign national in Turkey. In order for marriage to have legal consequences in Turkey, it is necessary to establish a marriage contract in front of an authorized officer. In Turkey, officials are authorized to officiate marriages. In places where there is a municipality, the marriage ceremony is officiated by the mayor or the officials appointed by him, and in the villages by the village headman.

     

    Marriage of Turkish Citizens with a Foreign National in Turkey

    If one of the parties is Turkish, the other is a foreigner, or both are foreign, the parties may marry in front of the Turkish authorities. French nationals are required to obtain a celibacy certificate (proof) from the foreign representation of France. The certificate of celibacy is related to the identity information of the person and that there is no obstacle to marriage, and it is also accepted as a certificate of marriage license. If the French citizen receives the single marital status certificate from the Istanbul consulate, it must be approved by the Istanbul Governor’s Office of Legal Affairs, and if he/she receives it from Ankara, it must be approved by the Ministry of Foreign Affairs. If the foreigners obtain the celibacy certificate from their own country, it must be approved by the Turkish Embassy in their country or Apostille approval must be made.

     

    What are the Terms of Marriage with a Foreigner?

    Marriage applications can be made by the man and woman who are going to marry each other, by applying together to the municipality where one of the parties’ residence address is located, or by a proxy authorized by a power of attorney containing a special provision for the marriage proceedings.

     

    How to Apply for Marriage in Turkey?

    Both parties to marry may apply to the municipality where one of the parties resides, personally or through their attorney. Pursuant to Article 20 of the Marriage Regulation, the following documents must be provided by the persons to be married in the marriage file.

    Documents Required from Turkish Citizens:

    • Republic of Turkey Identity Card (The last change in their marital status must be processed);
    • 5 passport photos;
    • Health report from Family Health Physician (Reports from private hospitals must be approved by the family health doctor);

    Documents Required from Foreign Nationals:

    • Notarized copy of the passport with Turkish translation (applications of those whose passport, visa and residence period have expired will not be accepted);
    • 5 passport photos;
    • Health report from Family Health Physician (Reports from private hospitals must be approved by the family health doctor);
    • Photocopy of residence permit documents of those residing in Turkey;
    • Celibacy and Birth Certificate (Can be obtained from a foreign country or from the foreign representative of his/her country in Turkey);
    • Birth Certificate (Those who have the name of parents included in the celibacy certificate need not submit birth certificate)
